StubHub holding the proceeds of sale until 5–8 days after the show is something new which started after everything shut down because of Covid-19. Prior to then they paid upon delivery of tickets. So, as to events sold prior to Mid-March 2020 for which tickets had been delivered, StubHub no longer has the money to refund. They only have whatever portion of their fees which were not spent on their operating overhead.
